Here at ALG - Anderson Lake Group, our only requirement to Chair meetings is that you be "RECOVERED"! In my opinion, merely requiring time is meaningless. But it is certainly left to the Group! On page 164 we see that we cannot transmit something we haven't got! In Working With Others, we read that we are to draw attention to ourselves as alcoholics who have recovered! I think the Chair ought to be a recovered alcoholic!

Of course, I certainly agree that a meeting without a Chair is not a meeting. Without getting overly technical, the role of the Chair is to ensure that everyone has an equal opportunity to participate and to preserve order and the format upon which the Group has agreed.

well said, any major changes of the group could be discussed and tabled for a vote the next business meeting, possible every 30 days. My home group usually once a year reviews and makes changes unless necessary for the group immediate needs
